Hong Kong in 1987 became the first country in Asia and the second in the world to

completely ban smokeless tobacco. "But there were more political pressures to

come, in the shape of a letter from U.S. Senators Robert Dole, Christopher Dodd,

Bob Kasten, and Lowell P. Weicker, Jr., to the Hong Kong government: 'We believe (a

ban) would (be viewed in the United States as) an unfair and discriminatory restriction

on foreign trade'. . . They continued that the ban could cause 'a potential barrier to our

people's historic trade relationship' - words to make any trading partner tremble."
