| Hong Kong in 1987 became the first country in Asia and the second in the world to |
| completely ban smokeless tobacco. "But there were more political pressures to |
| come, in the shape of a letter from U.S. Senators Robert Dole, Christopher Dodd, |
| Bob Kasten, and Lowell P. Weicker, Jr., to the Hong Kong government: 'We believe (a |
| ban) would (be viewed in the United States as) an unfair and discriminatory restriction |
| on foreign trade'. . . They continued that the ban could cause 'a potential barrier to our |
| people's historic trade relationship' - words to make any trading partner tremble." |
