| In a July 1962 research conference, Sir Charles Ellis, the chief researcher for |
| British-American Tobacco, stated that nicotine is a "remarkable, beneficent drug that |
| both helps the body to resist external stress and also can as a result show a |
| pronounced tranquilizing effect. Nicotine is not only a very fine drug, but the technique |
| of administration by smoking has considerable psychological advantages." |

| In 1963 before the first Surgeon General's report was issued, a Brown and Williamson |
| tobacco executive wrote: "We are, then, in the business of selling nicotine, an |
| addictive drug." The industry also had research on the health hazards of cigarettes |
| that it decided to withhold from the surgeon general. Instead, tobacco executives |
| chose to launch a public relations campaign to dispute what they knew to be true. |
