| The 1988 Surgeon General report The Health Consequences of Smoking: Nicotine |
| Addiction concluded that: 1. Cigarettes and other forms of tobacco are addictive. 2. |
| Nicotine is the drug in tobacco that causes addiction. 3. The pharmacologic and |
| behavioral processes that determine nicotine addiction are similar to those that |
| determine addiction to drugs such as heroin and cocaine. |

| Rush Limbaugh said in April 1994 that "It has not been proven that nicotine is |
| addictive", despite the fact that in 1988, Surgeon General C. Everett Koop issued a |
| 6l8-page report unequivocally saying that it is indeed addictive. |

| Back in 1972, a high-ranking Philip Morris official, Dr. William Dunn, summarized a |
| conference sponsored by the Council for Tobacco research: "The majority of the |
| conferees would go even further and accept the proposition that nicotine is the active |
| constituent of cigarette smoke. Without nicotine, the argument goes, there would be |
| no smoking. Some strong evidence can be marshalled to support this argument: 1) |
| No one has ever become a cigarette smoker by smoking cigarettes without nicotine. |
| 2) Most of the physiological responses to inhaled smoke have been shown to be |
| nicotine-related. 3) Despite many low nicotine brand entries in the market place, none |
| of them have captured a substantial segment of the market..." |
