| Tobacco sales in military commissaries, or grocery stores, totaled $529 million in |
| 1992, or 10% of sales. The average discount was 52% over "outside" prices. In |
| addition to commissaries, Navy exchanges or stores sold $133 million worth of |
| tobacco products, and Marine Corps exchanges $37 million in 1992. |

| In 1995, tobacco sales accounted for about 11% of total retail sales at military |
| commissaries that sell tobacco products, ranging up to 49% of retail sales at Fort |
| McCoy, Wisconsin. In civilian supermarkets and grocery stores, tobacco accounts for |
| about 3% of sales. |

| In 1996, the cheapest cigarettes for sale at Travis Air Force Base, California, were |

| 31, 1993 on the controversy about raising prices of tobacco products in military |
| stores to "civilian levels" and the perceived "erosion of benefits" for service personnel: |
| "It is an oxymoron to say that reduced tobacco sales (and therefore possibly reduced |
| smoking) would produce a negative impact on the overall quality of life." |

| Rep. Norman Sisisky D-VA complained at an April 1995 House National Security |
| committee meeting that cigarettes in Navy exchanges are priced higher than in Army |
| and Air Force stores. He also questioned policies that limit where sailors may smoke |
| aboard ships. |
