Domestic per capita tobacco sales in Canada decreased by 44% from 1980 to 1991.

In the United States, per capita consumption is decreasing by 1% per year.

of $3.80 per pack, or 19 cents per cigarette, and ranged up to $5.60 in New

Brunswick, compared to an average of 46 cents a pack in the United States.

Until taxes were lowered in 1994, 15 to 20% of all cigarettes consumed in Canada

were illegally smuggled from the United States. This resulted in a loss of $1 billion

each year in tax revenue.
