| In 1905, tobacco state congressmen had the word tobacco removed from that year's |
| edition of the US Pharmacopoeia where it had been listed at the turn of the century. |
| This was significant because the Food and Drug Administration, which was created in |
| 1906, could only regulate drugs that appeared in the US Pharmacopoeia. |

| The Cigarette Labeling and Advertising Act of 1965 created the first warning label |
| stating, "cigarettes may be hazardous to your health." This was a minor defeat in a |
| large victory for the tobacco industry; the Act made for federal pre-emption of state |
| and local regulation of advertising. This meant that no state or local government could |
| pass a more restrictive advertising ban than the federal government's advertising |
| restrictions. |
