| In 1994 there were 134,100 cigarette-caused residential fires in the United States, causing $446 million in property damage, 909 deaths, and 3,000 serious injuries. 39% of those killed in these fires were not the smokers themselves. The tobacco industry gives millions of dollars each year to fire departments and fire safety organizations; the result has been that these organizations have not been aggressive in promoting fire-safe cigarettes. |

| Technology has existed for more than ten years for designing a fire-safe cigarette by using less tightly packed tobacco and less porous rolling paper. The resulting cigarette would burn at a lower temperature and be less likely to cause a fire. |
