In 1851, Sir James Paget saw a patient with leukoplakia of the tongue from pipe

smoking, and "told him he certainly would have cancer of the tongue if he went on

smoking." In 1859, Bouisson reported that of 68 cases of patients with mouth cancer

at a French hospital, 66 smoked tobacco and one chewed tobacco. He also noted

that cancer of the lip usually occurred at the spot where the pipe or cigar was held.

The National Cancer Institute, formed in 1937, was slow to deal with the tobacco and

cancer problem. "The NCI's annual plan for 1977-81 failed even to mention tobacco or

cigarette smoking in its discussion of the origins and impact of cancer."
